Interested bidders may obtain the complete set of bidding documents from the Bids and Awards Committee for Integrated Government Philippines (BAC4IGOV) Secretariat at iGovPhil Project Office, 2nd Floor of the ICT Office Building, C.P. Garcia Avenue, UP Diliman, QC from 9:00 AM to 5:00 PM, Mondays to Fridays, except holidays starting 13 April 2015.The Pre-Bid Conference of all the projects listed above will be on 21 April 2015 at ICT Office Seminar Room, ICT Office Building, Carlos P. Garcia Avenue, UP Diliman, Quezon City from 1:00 PM to 4:00 PM.

Bidding documents may also be downloaded from the Philippine Government Electronic Procurement System website (philgeps.gov.ph), the ICT Office website (icto.dost.gov.ph), and the iGovPhil Project website (i.gov.ph).

To participate in the bidding, bidders shall pay the non-refundable fee, as indicated in each item, for the bidding documents not later than the date of bid submission. Payment may be made over the counter through the ICT Office Cashier or through online payment. Instructions for online payment of the bidding documents are posted in this website: i.gov.ph/procurement/

Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizens/sole proprietorship, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.
