COMELEC ADVISORY COUNCIL The Republic of the Philippines, as provided for by Republic Act No. 8436 (amended by RA 9369), shall once again be having its National and Local Elections (NLE) on 13 May 2019 using an Automated Election System (AES), specifically by using the Vote Counting Machines (VCMs) used in 2016 NLE. This shall be the fourth time an AES shall be used after the successful NLEs in 2010, 2013, and 2016.

In continued compliance with the law, the COMELEC Advisory Council (CAC) shall recommend to the Commission on Elections (COMELEC) a list of international certification entities (ICEs) to assist the COMELEC and the Technical Evaluation Committee (TEC) in ensuring that the AES’ hardware and software components are operating properly, securely, and accurately. Pursuant to Section 9 of RA 9369, this certification shall be issued by the TEC not later than three (3) months before the date of the electoral exercise.

Relative hereto, the CAC is undertaking a Request for Information on the feasibility of the task and availability of ICEs interested to conduct a certification process, as provided for in Section 6 of RA 9369.
