SUPPLY AND DELIVERY OF INFORMATION TECHNOLOGY (IT) EQUIPMENT AND HARDWARE BUNDLED WITH SOFTWARE AND E-LEARNING APPLICATIONS FOR THE DEPARTMENT OF INFORMATION AND COMMUNICATIONS TECHNOLOGY

 

Bid Reference No. DICTBAC-2018-001

 

After considering the queries, clarifications, recommendations, and suggestions, the DICTBAC hereby decides to include, revise, amend, delete, and/or adapt the following provisions:

1 On Section VII. Technical Specifications for Brand New Desktops for e-Learning Systems, p.69 2.12 Standard I/O ports:

 

• For the portion “(2) PCIe x 1, PCIe x 16”, my request should have been “(1) PCIe x 4, PCIe x 16”. Such change will allow manufacturers to offer small form factor chassis that will save the much needed space on the classroom tables.

My request for the portion “HDMI and Display Port” remains the same. Kindly accept VGA as an option and our suggestion for the specifications to “HDMI or VGA and Display Port”.

For the proposal for HDMI, changes in the Technical Specification for Item 2.12 is approved. For the PCIe request, the (2) PCIe x 1 requirement is reduced to (1) PCIe x 16.

 

Please see table below for the changes in provisions.

x. Valid and current ISO 9001 (2015) Quality Management System Certificate issued to the manufacturer by an Independent Certifying body

This is for Desktop/PC Manufacturer only as stated in the Technical Specifications:

 

• On Technical Specifications, Page 87 Clause 9.5 it is stated that the PC manufacturer must be ISO 9001:2015 certified (Quality Management System)

3 We would like to clarify the following provisions if applies only to the bidder or to the Desktop/PC Manufacturer

 

xi. The Manufacturer should certify that:

a. The Manufacturer has the capacity to provide nationwide onsite support and should have a central support hotline and email.

b. The Manufacturer must have at least two parts depot within the country to ensure sufficient number of spare parts.

c. The Manufacturer’s onsite support engineers must comply with the following qualifications: possess all mandatory certifications for technical support required by the Manufacturer of the Brand or a certified Computer Hardware Servicing NC-II or Licensed Electronics Technician or Manufacturer’s Certified Technician.

d. On-site support shall be provided only by the manufacturer. Onsite support engineers should have a valid manufacturer’s ID (same as the Brand or Desktop delivered)

e. Onsite support Service Level should be provided the Next Business Day after final remote diagnosis for delivered items within Metro Manila. At most 2 Business Days for outside Metro Manila.

This is specific for Desktop/PC Manufacturer only.

POST QUALIFICATION REQUIREMENT

6. Proof/Certification of compliance to the Green Computing requirements of the proposed brand and model.

5 We would like to clarify if this SLA provision applies to the bidder or to the Desktop/PC Manufacturer only

 

8.3 The supplier shall provide 100% technical support Service Level Agreement (SLA). The bidder’s technical support structure and escalation procedure during the maintenance period must include the following

8.1.4.1 Level 1 and 2 Technical Support with 8 x 5 SLA; 4-hour response time within Metro Manila and next business day for provincial areas

8.1.4.2 Escalation Procedure

The SLA applies to the Desktop/PC Manufacturer.

 

6 We would like to clarify if this provision applies to the bidder or to the Desktop/PC Manufacturer only

 

8.4.3 On-site support service should be provided by the bidder the next business day after final remote diagnosis for delivered items within Metro Manila, at most, 2 business days for outside Metro Manila.

8.4.5 Should be deleted, SAME with 8.4.3, it should be with Manufacturer. SHOULD BE PC MANUFACTURER ONLY

8.4.5 The on-site support service should be provided by the manufacturer the next business day after final remote diagnosis for delivered items within Metro Manila. At most two (2) business days for outside Metro Manila.

7 We would like to clarify if digital approach means Audio and Video

 

For Item 4.24.6 – Speech Laboratory – In Digital Approach

Item 4.23.6 This refers to built-in system that teaches Basic Speech using Video and Audio Lessons.
8 We would like to clarify the e-commerce reports meaning. Is this logs activity reports of students?

4.18.4 E-commerce report

Yes, this refers to logs activity reports of students.
9 We would like to clarify item 4.13.8 Import/Export tool that allows export or import course or courses to multiple classes. You mean the systems should have the tool or features that can register and enroll students to multiple classes and subjects? Yes.
10 We would like to clarify item 4.12 the content library, video library, activity sheets, study/teachers guide, and test bank must be available online and offline. This means the content and video library are available online while activity sheets and study/teachers guide and test bank are available offline and from the e-publishing materials loaded in the LMS? Yes.
11 For Item 4.23.6 – Speech Laboratory – In Digital Approach – We would like to clarify if this is a feature or a specific content for the Learning Management System? Item 4.23.6 This refers to built-in system that teaches Basic Speech using Video and Audio Lessons.
12 In Item 9.2 “The bidder must have actual or similar deployment with the offered solution”

 

What documents will be required by DICT to prove that the bidder has actual and similar deployment of the solution being offered?

13 For Item 1. Collaborative White Board – We would like to clarify if only the following certifications are needed for this component.

Yes, these are sufficient to fulfill the requirements.
14 Item 3. Anti-Virus for Desktop 1-year subscription – We would like to clarify if only the following certifications are needed for this component.

a. Proof that the Antivirus Solution being offered is in the Leaders Magic Quadrant for the year 2018.

b. Proof that the Antivirus Solution being offered has passed the AV-Test Corporate Endpoint Protection for the year 2017.

c. Manufacturer’s Certificate/Reseller Certificate coming from the Manufacturer of the Equipment being offered.

Yes, these are sufficient to fulfill the requirements.
15 Item 2. Brand New Desktop for e-Learning Systems – We would like to clarify if
only the following certifications are needed for this component.a. Proof of Restrictions of Hazardous Substances (RoHS) Compliance

b. Manufacturer’s Certificate/Reseller Certificate coming from the Manufacturer of the Equipment being offered

c. ISO 9001:2015 (Quality Management System) certification of the PC/Desktop Manufacturer

d. Proof that the PC/Desktop Manufacturer is in the top five (5) in IDC for the year 2017

e. Proof of Energy Star Registration of the Desktop being offered

f. Proof of EPEAT Registration of the Desktop being offered

g. Proof/Certification of compliance to the Green Computing requirements of the proposed brand and model.

h. Certification from the Manufacturer that it has the capacity to provide nationwide onsite support and should have a central support hotline and email.

i. Certification from the Manufacturer that it has at least two parts depots within the country to ensure sufficient number of spare parts.

j. 16 Item 5. Desktop Management Systems Professional Edition, 1-year subscription
– We would like to clarify if only the following certifications are needed for this component.a. Manufacturer’s Certificate/Reseller Certificate coming from the Manufacturer of the Solution being offered

b. Common Criteria Certified EAL2 + (ISO 15408) Certification

c. Federal Information Processing Standards (FIPS) 140-2 Certification

d. ISO 9001 and 27001 standards certifications

Yes, these are sufficient to fulfill the requirements.

 

17 Item 6. Server for Desktop Management and e-learning Systems – We would like to clarify if only the following certifications are needed for this component.

a. Manufacturer’s Certificate/Reseller Certificate coming from the Manufacturer of the Equipment being offered

Yes, these are sufficient to fulfill the requirements.
18 For Bidder Qualification – We would like to clarify if only the following certifications are needed to show the qualification of the bidder

a. Certification from the Bidder that it has actual or similar deployment of the offered solution

b. ISO 9001: 2015 certification (Quality Management System) of the bidder or one of the JV partners

Yes, these are sufficient to fulfill the requirements as additional to the ISO 9001:2015 (QMS) PC requirement.

 

19 Item no. 4 page 76 e-learning module, under bullet 4.18.4. E-commerce reports.

– We would like to request the removal of this phrase as this refers to e-commerce functionality of online application which is not essential or will not be used in e-learning stand-alone systems

Request is approved as this feature is not essential to the purpose of the project.
20 Bid Data Sheet item no. x. page 40, valid and current ISO 9001 (2015) Quality Management System Certificate issued to the manufacturer by an independent certifying body.

 

– We would like to clarify if this ISO certification is applicable only to the PC manufacturer.

Request is approved as this feature is not essential to the purpose of the project.
21 Item no. 7.3 Certification from Department of Education – Bureau of Curriculum Development (DepED-BCD)

 

– We would like to clarify if the local titles that are included in the e-learning system must secure copyright certification in National Library of the Philippines to prove the ownership of the content of local titles included in the e-learning systems and to avoid plagiarism.

Request is approved.

22 We would like to request that the specification for item 1.7 of page 68 be changed to HD – High Definition from 4k UHD. In our experience, most E-Learning Collaborative Boards uses browsers that only uses 1080p resolution (HD) in displaying their e-learning content. Also 4k UHD Content file sizes is to large to be streamed or stored in an E-Learning Environment Request considered, changed the minimum simultaneous touch point to (10) ten.
23 We would like to request that the specification for item 1.7 of page 68 (16 simultaneous touch points) be lowered to 10 points as this is the industry standard for collaborative boards. 10 simultaneous touch points is also enough to control all the functions and features of the collaborative board in an e-learning environment Request considered, the collaborative board must include a (1) one USB Type C to micro USB Adaptor.
24 We would like to request that the specification for item 1.9 of page 68 (USB Type C) be removed as this specification is not commonly used in an e-learning environment because most of the function are accomplished using wireless connections. If this is not possible, can the supplier use a USB Type C adapter to satisfy this requirement Yes, bidder can use a USB Bluetooth Dongle.
25 We would like to clarify if the specification for item 1.9 of page 68 (Bluetooth), if the supplier can use a USB Bluetooth (Bluetooth Dongle) to satisfy this requirement? For the proposal for HDMI, changes in the Technical Specification for Item 2.12 is approved. For the PCIe request, the (2) PCIe x 1 requirement is reduced to (1) PCIe x 4.
26 TOR #4.2.

 

Confirm whether the bidder can choose to provide either a standalone or internet-based LMS since in section 4.2 it was mentioned a “Standalone or Internet Based Learning Management System with K-12”, however on section 11 Delivery Schedule, it is specifically mentioned to deliver a standalone LMS and the internet-based was not included in the section.

The Bidder shall submit internet based LMS with offline capability capable of switching off the internet based functionality anytime (standalone)

Each subject for each level must be approved by the Department of Education-Bureau of Curriculum Development (DepEd-BCD). Bidder must present certifications coming from DepED-BCD stating that E-learning Materials are aligned with the K-12 curriculum (refer to 7.3 of the Technical Specifications)
