Supplemental Bid Bulletin No. 1
SUPPLY AND DELIVERY OF RED HAT LICENSES SUBSCRIPTION FOR ONE (1) YEAR

After considering the queries, clarifications, recommendations and suggestions, the DICTBAC hereby decides to include, revise, amend, delete and/or adapt the following provisions:

|1||This is in reference to the pre-bid conference held yesterday, Oct. 2, 2017, particularly DICTBAC-2017-9017. During that conference it was decided to remove the requirement that the bidder must be a Red Hat Advanced Business Partner (see Technical Specifications no. 4, page 65). We would respectfully request that this requirement be retained. The reasoning for the removal was to allow as many bidders to participate, but this will come at the serious risk of awarding the bid to a partner that was unqualified and unable to provide the vital support that DICT would need. My plea is to restore this requirement because it is there for a purpose of providing a minimal level of expertise and support for the end-user. It was the decision of the end-user to place this requirement specifically because of the higher commitment and skill level of a RH ABP compared to a regular Red Hat Ready Partner, which would be vital in supporting and maintaining DICT’s complex GovMail infrastructure.
Secondly, there is a requirement among the technical documents of a “List of authorized Support Centers in the Philippines” (Section 12.(b).x, page 41). This requirement seems more suited for a hardware deployment, not for a software support in a single location in Metro Manila. Furthermore, Red Hat does not have authorized support centers in the Philippines. Support is provided through the Red Hat customer portal https://access.redhat.com/ and Red Hat’s technical support https://access.redhat.com/support/contact/technicalSupport/ or through a local support partner. This has been the case for the past five years that GovMail has been in production. End-user clarified that this was included to ensure an adequate level of support would be given. We would like to propose to replace this requirement with the Red Hat Advanced Business Partner requirement above, as that would achieve the same goal for the end-user.
Our objectives remain the same as yours: Renewal of the license and to continue the same level of support for GovMail and the end-user.
|We only remove the word “Advance” to lower the category of Red Hat resellers/distributors to accommodate more bidders. Thus, Red Hat Business Partners, whether “Advance” or “Ready” Partners could still give the same level of support through their Red Hat Certified Personnel.
As for the “List of authorized Support Centers in the Philippines”, this will be replaced by “List of Red Hat Certified personnel who will be deployed to the GovMail Site to render Technical Services”. By this, we are assured that personnel giving technical services to us are Technical Experts as Certified by Red Hat.
