Procurement of Phase 2 IP Transport Domestic Service (IPTD2)

After considering the queries, clarifications, recommendations and suggestions, the BAC4FREEWIFI hereby decides to include, revise, amend, delete and/or adapt the following provisions:

1 Does bidder need to divide the bandwidth for the IPTI2 and IPTD2? If yes, please advise required bandwidth for each office. Yes, this will be nominally 12.5G per IP Core
2 Please elaborate further on the failover mechanisms/scenarios for the IPTI2/IPTM3/IPTD2 – required bandwidth for each IPCOORE etc. For IPTD and IPTI, should one link going to one IP Core fail, traffic must be able to redirect to the other IP Core.
3 Please advise exact specs of the Interface for the 10G ports (sample : 10GE LAN-Phy, LC connector – Single Mode) LAN-PHY
4 Please review interface for the IPTD2 if really requires 10G ports instead if 1GE port/s for the POP sites. All termination points require 10G ports.
5 Please provide the coordinates for the ff sites:

– Cauayan City (new site)

– Lipa City (new site)

– Butuan (new site)

– Cagayan De Oro

6 May we request for the complete address of each Pt.A 17 IPTD2 site? Please refer to attached Revised Annex 1 as of 21 June 2016.
7 Will this Pt.A 17 IPTD2 sites be connected point to point? If Yes, pls provide Pt.B/terminating address? Point B to any Point A, e.g. MPOP of Tumauini to POP of Cauayan or POP of Tuguegarao.
8 Will this Pt.A 17 IPTD2 sites be connected any to any? If Yes, kindly advise the Pt.B/terminating point/backhaul? Please see answer on Item No. 8.
9 Pls provide exact interface handover needed for Pt.A & Pt.B IPTD2 site (10GE LANPHY, Single-mode, LC)? 10G LAN-PHY
10 Will DOST provide the router/termination equipment? If Yes, pls provide the Brand/Model? No.
11 Will the DOST provide the needed equipment rack space, conduit, inhouse wiring and power supply for each site? Yes, this will be provided by DICT, either by itself or by partner
12 All areas in Luzon Island Group were lump in Lot No. 1. Can a bidder bid only for one or some but not all of the localities in the Luzon Island Group (Lot No.1)? No.
13 Both Annex VIII-A and Annex-B were mentioned in the Checklist of Requirements but not found in the ITB. The forms for the annexes were also not included in the ITB.

 

Kindly clarify if the said annexes are part of the requirements. And if yes, kindly provide the forms.

Please disregard mentioned VIII-A and Annex-B. Please see attached Revised Checklist of Requirements as of 21 June 2016.
14 Identify exact interfaces required for sites below 1Gbps (e.g. 200, 400, 600Mbps). Will this be 10G interfaces also? What type of GE or 10GE interfaces are required? 10G LAN-PHY
15 Confirm if existing conduits/cable entrance facilities at the sites can be used by PLDT Yes.
16 We requested that the BAC provide an excel worksheet with the formula for computing the final quote per site. The computation per POP will based on the Unit Price per MBPS the bidder will provide in Annex VII A, Annex VII B, and Annex VII C.
17 Confirm if existing conduits/cable entrance facilities at the sites can be used by PLDT Yes.
18 Please provide updated list of sites, if available, in excel format Please refer to attached

19 Under the Revised IRR of Republic Act No. 9184, a bidder may submit, in lieu of NFCC, a commitment from a Universal or Commercial Bank to extend a credit line in favor of the prospective bidder if awarded the contract to be bid (“CLC”). However, in the Bidding Documents the alternative requirement of CLC was not included contrary to the Revised IRR of Republic Act No. 9184.

Kindly confirm that the bidder may still submit a commitment from a Universal or Commercial Bank to extend credit liine in favor of the prospective bidder if awarded the contract to bid (“CLC”), in lieu of NFCC, pursuant to the Revised IRR of Republic Act No. 9184.

No. CLC does not conform with existing laws and standards of government procurement. Please refer to section 18.1 of the Instructions to Bidders for the acceptable forms of Bid Security.
20 If the other partner for the Joint Venture is an affiliate of another Bidder, will that be a ground for Disqualification? Yes. Aside from those who are not eligible to bid for the procurement of goods, a bidder that has a conflict of interest shall be disqualified to participate in the procurement at hand.  A Bidder would be considered as having a conflict of interest with another bidder in any of the following events, among others, to wit:

1. xxx xxx xxx if the bidder is a joint venture and it or any of its members has officers, directors , controlling shareholders or members in common with another bidder, or any of its members is a bidder; Section 47, d, Rule XV of the Revised Implementing Rules and Regulations of R.A. 9184.

 

 

ORIGINAL PROVISION AMMENDED PROVISION
Section I. Invitation to Bid
1. The Information and Communications Technology Office (ICT Office), through 2015 General Appropriations Act, intends to apply the sum of  Pesos: One Hundred Nineteen Million Nine Hundred Seventy Six Thousand (PhP124,864,000.00) being the Approved Budget for the Contract (ABC) for the Procurement of Phase 2 IP Transport Domestic Service (IPTD2). 1. The Information and Communications Technology Office (ICT Office), through 2015 General Appropriations Act, intends to apply the sum of  Pesos:  One Hundred Twenty Four Thousand Eight Hundred Sixty Four (PhP124,864,000.00) being the Approved Budget for the Contract (ABC) for the Procurement of Phase 2 IP Transport Domestic Service (IPTD2).
5. A prospective Bidder should have completed within the last five (5) years from the date of submission and receipt of bids at least one (1) single contract of similar nature amounting to at least fifty percent (50%) of the ABC of the lot being bid OR at least two (2) contracts of similar nature, the aggregate amount of which should be equivalent to at least fifty (50%) of the ABC for this Project, the largest of these contracts must be equivalent to at least twenty five (25%) of the ABC.

 

For this project, “similar in nature” shall mean “IP Transport Service Provision”.

5. A prospective Bidder should have completed within the last five (5) years from the date of submission and receipt of bids at least one (1) single contract of similar nature amounting to at least fifty percent (50%) of the ABC of the lot being bid OR at least two (2) contracts of similar nature, the aggregate amount of which should be equivalent to at least fifty (50%) of the ABC for the lot being bid, the largest of these contracts must be equivalent to at least twenty five (25%) of the ABC of the lot being bid.

a) Registration Certificate from the Securities and Exchange Commission (SEC) for corporations, or from the Department of Trade and Industry (DTI) for sole proprietorship, or from the Cooperative Development Authority (CDA) for cooperatives;

b) Business/Mayor’s Permit for year 2016, issued by the city or municipality where the principal place of business of the prospective bidder is located;

c) Valid and current Tax Clearance issued by the Collection and Enforcement Division of the Bureau of Internal Revenue Head Office per EO# 398 dated January 12, 2005;

*In case of Joint Venture, both partners must present original copy of above items 3.a., 3.b. and 3.c.

a) PO’s or Contracts for all Ongoing Contracts and Official Receipts (ORs) or Certificates of End User’s Acceptance for the Completed Contracts as listed per submitted Annex I-A.

b) Official Receipts (ORs) or Certificate of End User’s Acceptance Statement relative to submitted Annex I-A (Statement of Completed Single Largest Contract of Similar Nature within the last five (5) years from the date of submission and receipt of bids or Statement of At Least Two (2) Completed Contracts of Similar Nature Within the Last Five Years From the Date of Submission and Receipt of Bids, the Aggregate of Which Should be Equivalent to at least Fifty Percent (50%) of the ABC of the lot being bid, and the Largest of These Similar Contract Must be Equivalent to at Least Twenty Five Percent (25%) of the ABC for the lot being bid.;

c) Certificate of Performance Evaluation (Annex IX) showing a rating of at least Very Satisfactory issued by the Bidder’s Single Largest Completed Contract Client stated in the submitted Annex I-A.

3. Present original copy of the following:

f)  Certificate of Performance Evaluation (Annex IX) showing a rating of at least Very Satisfactory issued by the Bidder’s Single Largest Completed Contract Client stated in the submitted Annex I-A.

e) Fault Escalation Procedure to ICT OFFICE in case of link downtime, and make available specific name(s), e-mail address(es), landline(s) and mobile number(s) as per 12.2. of the Technical Specifications.

f)  A sworn affidavit that it has no participation, direct or indirect, in the SMA Service, which shall be tasked to monitor and enforce the SLR Agreement of this tender. This requirement shall be submitted as part of the technical bid as per 14.1. of the Technical Specifications

g) Sample computation should be provided as per 13.3.2. of the Technical Specifications.

h) Brochure (Brochure original or internet download) / Technical Data Sheet or equivalent document for Interface.

*Note: If in foreign language other than English, it must be accompanied by a translation of the documents in English. The documents shall be translated by the relevant foreign government agency, the foreign government agency authorized to translate documents, or a registered translator in the foreign bidder’s country, and shall be authenticated by the appropriate Philippine foreign service establishment/post or the equivalent office having jurisdiction over the foreign bidder’s affairs in the Philippines.

Section VI. Schedule of Requirements

Section VII. Technical Specifications
4.1. All contracts shall be for TWELVE (12) months and shall be subject to renewal and negotiation. 4.1.The contract shall be for TWELVE (12) months and may be extended while being subjected to government procurement process.
