Supplemental Bid Bulletin No. 4

 

PROCUREMENT OF SYSTEM MANAGEMENT AND ACCESS PHASE 2 (SMA2)

After considering the queries, clarifications, recommendations and suggestions, the BAC4FREEWIFI hereby decides to include, revise, amend, delete and/or adapt the following provisions:

QUERY BAC4FREEWIFI’S RESPONSE
This has reference to the requirement for TL9000 quality certification for equipment to be used under this project. Under sever section Section 7 Technical  Specification and Section 16.4.1.9 in particular, the bid document states, “Must be provided by among those certified by ISO 9001, TL 9000 ad ISO 14001”

From our research and our communication with QuEST Forum, the developers of TL 9000 quality management system and certifications, there is hardly any current Wi-Fi related product or model that has TL 9000 certification.

We’ve also checked with leading Enterprise Wi-Fi___33 access points and switches/routers that we believe meet all other technical specifications stated in the bid document. We found out that even these leading Routers/Switches/Wi-Fi___33 providers like Brocade/Ruckus Wireless, HP Aruba Networks, Ericsson BelAir, Allied Telesis, Alvarion, Ubiquiti, Cisco Meraki currently do not have available or have limited TL 9000 certified compliant products.

The inclusion of TL9000 quality certification as mandatory requirement potentially limits the equipment that may be used to provide the Free Wi-Fi___33 services envisioned in this bid. We also note that in the previous bidding on SMA, this requirement was not stated.

In view of this, may we request the BAC to consider making either ISO 9001 or TL9000 sufficient to comply with the mandatory quality management system requirement. We believe having either ISO 9001 or TL 9000 (Quality Management) and ISO 14001 (Environment Management) are sufficient assurance that the equipment assurance that the equipment manufacturer produces quality certified equipment needed to be deployed under this project.

The requirement of TL 9000 and ISO 14001 shall no longer be required. Only ISO 9001 Quality Management System shall be required.

Please also submit contact details of the person who issued the ISO 14001 Environment Management System Certificate.

This provision is deleted.
h)   Valid and Current TL 9000 Quality Management System Certificate issued to the manufacturer by an Independent Certifying body.

Section VII. Technical Specifications
1.3. The SERVICE shall be necessarily interoperable and compatible with the SMA1 Service at no cost to the DICT; Interoperability Requirements such as but not limited to: 1. Authentication Authorization and Accounting (AAA) Service; and 2.DNS and other necessary services 1.3. The SERVICE shall be necessarily interoperable and compatible with the SMA1 Service at no cost to the DICT; Interoperability Requirements such as but not limited to: 1. Authentication Authorization and Accounting (AAA) Service; 2.DNS and other necessary services; and 3. Routing of SMA 1 MPOP traffic to SMA1 Core.
8.1.8. Must be ISO 9001, TL 9000 and ISO 14001 certified 8.1.8.  Equipment supplier’s quality management system must be ISO 9001 certified
No stipulation. 8.1.9. The SERVICE must route SMA 1 traffic from any POP site thru their interconnection with SMA1 in the CORE
No stipulation. 8.6.4.1. The CMS must enable and allow 24×7 simultaneous access from DICT and all LGUs. Each LGU under the SERVICE shall be given an exclusive account which can edit and publish only content and shall not allow them to edit other LGU’s captive portal content;
No stipulation. 8.6.4.2. The CMS must enable and allow DICT and/or its representatives to create content especially general public service announcements which can be broadcasted on different tiers, e.g. whole nation, region or municipality level.
No stipulation. 8.6.4.3. The CAPTIVE PORTAL shall be multi-platform, able to adapt to desktop and/or mobile environments and maintain aesthetic form;
No stipulation. 8.6.4.4.   The CMS must enable and allow DICT and/or its representatives ability to monitor postings from other LGUs, directly access them for reviewing whenever violation reports are received against a certain content and putting down unwanted content;
No stipulation. 8.6.4.5. The SERVICE shall not restrict DICT to change and optimize the CAPTIVE PORTAL experience as suited.
8.9. MONITORING & TESTING SUB-SERVICE.  This sub-service shall provide SNMP v1c or higher, LirneAsia, Ookla SpeedTest (server), M-Lab services, as well as, ITU-T Y.1564/RFC 2544 Two-Way Active Measurement Protocol (TWAMP) services for measuring/testing of SLR Agreements with connectivity services; 8.9. MONITORING & TESTING SUB-SERVICE.  This sub-service shall provide SNMP v2c or higher, LirneAsia, Ookla SpeedTest (server), M-Lab services, as well as, ITU-T Y.1564/RFC 2544 Two-Way Active Measurement Protocol (TWAMP) services for measuring/testing of SLR Agreements with connectivity services;
9.1.2. Twelve (12) or more GigE ports, and twenty four (24) or more Fast Ethernet or better ports, with RJ-45 handovers, supporting link aggregation in accordance with IEEE 802.1AX (formerly IEEE 802.3ad) and IEEE 802.1aq, for the IPTM and IPTS Services that will provide IP transport services that will provide the IP transport services to connect mPoP and Wi-Fi CMS instances 9.1.2.  Twelve (12) or more GigE ports, and twenty four (24) or more Fast Ethernet or better ports, with RJ-45 handovers, supporting link aggregation in accordance with IEEE 802.1AX (formerly IEEE 802.3ad) and IEEE 802.1aq, for the IPTM and IPTS Services that will provide IP transport services to connect mPoP and Wi-Fi CMS instances;

No stipulation. 9.1.6.       The subservice for the POPs in Cotabato City, Cauayan City, Lipa City and Butuan City shall accommodate termination from IPTM and IPTS which have MPOP CMS under SMA 1, traffic of which should be routed to the CORE.
9.5. MONITORING & TESTING SUB-SERVICE.  This sub-service provides SNMP v1c or higher, LirneAsia, Ookla SpeedTest (server) and M-Lab services, as well as, ITU-T Y.1564/RFC 2544 Two-Way Active Measurement Protocol (TWAMP) services for measuring/testing SLR Agreements with Site Connectivity services. 9.5 MONITORING & TESTING SUB-SERVICE.  This sub-service provides SNMP v2c or higher, LirneAsia, Ookla SpeedTest (server) and M-Lab services, as well as, ITU-T Y.1564/RFC 2544 Two-Way Active Measurement Protocol (TWAMP) services for measuring/testing SLR Agreements with Site Connectivity services.

All terms, conditions and instructions to bidders specified in the Bidding Documents inconsistent with this Bid Bulletin are hereby superseded and modified accordingly.
