Supplemental Bid Bulletin No. 5

 

Supply, Delivery, Installation, Configuration of One (1) Lot of Government Common Platform Hardware

 

Bid Reference No. BAC4IGOV-2015-12-063 (REBID)

 

After considering the queries, clarifications, recommendations and suggestions, the BAC4IGOV hereby decides to include, revise, amend, delete and/or adapt the following provisions:

ITEM QUERY BAC4IGOV’S RESPONSE
1 For OpenStack Compute Nodes in Supply, Delivery, Installation and Configuration of One Lot of OpenStack Cloud System in Page 37 and Computer Servers in Supply, Delivery, Installation and Configuration of One Lot of Mangement Cluster System in Page 87, please allow us to combine 2 unit 2U-2Node server as 4U-4Node server to improve the performance and reduce the power consumption.

Reason: 4U-4Node server is with better specs than 2 unit 2U-2Node server. Please refer to the Layout design of OpenStack Cloud System and Management Cluster System, 4U-4Node server is meet ICTO requirement and will not change the layout design, and even provide better expansion slots.

This is acceptable as long as the 4U 4-Node server can meet the power requirements and the minimum number of sockets that a two (2) unit 2U 2-node server consume. Two (2) units of the 2U 2-node server draws a total of 2520W of electrical power and configured with redundant power supplies that occupies at most two (2) outlets for each PDU rail.

For the Supply, Delivery, Installation and Configuration of One (1) Lot of OpenStack Cloud System,

 

Change ‘Quantity’ specification of item 4.1.1.:

From: Twenty-four (24) units

To: Twenty-four (24) units if chassis is 2U rackmount ,  or Twelve (12) units if 4U.

Change ‘Barebone’ form factor and number of nodes description of item 4.1.2.:

From: 2U-2 nodes

To: 2U-2 nodes (or 4U-4 nodes)

Add ‘Power Requirement’ specification, item 4.1.9.:

“4.1.9.  Power Requirement:       For a 4U 4-node server configuration, it must meet the power requirement and minimum number of sockets that a two (2) unit 2U 2-node server consume. That is, two (2) units of the 2U 2-node server draws a total of 2520W of electrical power and configured with redundant power supplies that occupies at most two (2) outlets for each PDU rail.”

Change ‘Physical Characteristics’ input at item 4.2.1.1.:

From: Chassis must have a form factor of 2U rackmount and 2 server nodes

To: Chassis must have a form factor of 2U rackmount and 2 server nodes or 4U rackmount and 4 server nodes

 

For the Supply, Delivery, Installation and Configuration of One (1) Lot of Management Cluster System,

 

Change ‘Quantity’ specification of item 2.1.1.:

From: Three (3) units

To: Three (3) units if 2U-2nodes ,  or Two (2) Units if 4U-4nodes.

Change ‘Barebone’ form factor and number of nodes description of item 2.1.2.:

From: 2U-2 nodes

To: 2U-2 nodes (or 4U-4 nodes)

Add ‘Power Requirement’ specification, item 2.1.9.:

Change ‘Physical Characteristics’ input at item 2.2.1.1.:

From: Form factor of 2U rackmount with 2 nodes

To: Form factor of 2U rackmount with 2 nodes or 4U rackmount with 4 nodes.

2 In relation to the question above, please allow us to propose 12 units of OpenStack Compute Nodes instead of the required 24 units. The 12 units of 4U – 4Nodes will give same total number of servers which is is 48 units. Ok.
3 For Supply, Delivery, Installation and Configuration of One Lot of OpenStack Cloud System, One Lot of Object-based Storage System, One Lot of Data Warehouse System, and One Lot of Management Cluster System, please allow us to propose the following modifications to the existing specification:

  1. Remove the LLDP=MED extensions support. Please refer to Item 6.8.1 (Page 50), Item 4.8.1 (Page 70, Item 3.8.1 (page 85), Item 5.8.1 (page 107).
  2. Remove the “Universal Port – VoIP auto configuration” please refer to item 6.8.1 (page 52), item 4.8.1 (page 72), item 3.8.1 (Page 87, 88), item 5.8.1 (page 109).

Reason:

  1. LLDP-MED is for direct connection of IP phone. The requested Layer 3 switch is an optical switch and there is no IP phone with optical capability in the world. Hence this does not apply here.
  2. VoIP auto configuration is for direct connection of IP phone. The requested Layer 3 switch is an optical switch and there is no IP phone with optical capability in the world. Hence this does not apply here.

Additional changes in the Technical Specifications:

 

Added after the “TRAININGS WITH CERTIFICATION” at the first portion of the Terms of Reference (page 4):

 

“HARDWARE WARRANTY

A warranty certificate issued by the original equipment manufacturer in favor of the procuring entity must be submitted upon acceptance of the equipment.”
