It is hereby clarified that the provisions of Department of Information and Communications Technology (DICT) Department Circular (DC) No. 005 s. 2020, re: Implementation of the Memorandum from the Executive Secretary circa March 2020, on the continued operation of ICT-BPO Companies during the period of Enhanced Community Quarantine, are intended to expressly complement the policy directives of the Department of Trade and Industry (DTI). (§6, DC 005 s. 2020).
The DICT is one with the DTI and the other executive departments in implementing the directives of the Office of the President and the Inter-Agency Task Force for the Management of Emerging Infectious Diseases. The overall objective is to limit, if not totally prevent, the further spread of the COVID-19 infections among the people, hence, the need to strictly observe the Enhanced Community Quarantine imposed in the affected areas. Accordingly, the ICT-BPO sector’s compliance with the provisions of DTI Memorandum Circular (MC) Nos. 20-06, and 20-08, circa March 2020, and other DTI policy issuances for the Export and BPO sectors is strictly enjoined. (Id. at §6).
Being a component part of the entire Export and BPO sector as a whole, all ICT-BPO enterprises and establishments are advised to heed the DTI’s policy directives and advisories on whether or not it will issue IATF Accreditation IDs pursuant to DTI MC 20-06, DTI MC 20-08, and other DTI issuances.
