As his first act as the newly-appointed Acting Secretary of the Department of Information and Communications Technology (DICT), Eliseo M. Rio Jr  issued a Department Order directing the National Telecommunications Commission (NTC) to reduce interconnection rates between public telecommunications operators.

By virtue of Department Order (DO) 002, the DICT instructed NTC to formulate concrete measures in reducing interconnection rates for both mobile voice and short message services (SMS) to the minimum.

Lowering and standardizing interconnection rates via the Memorandum Circular by the NTC will not only benefit subscribers by being charged less for calls and text messages but also the incoming third telco. Having standard interconnection fees will eliminate the factor of choosing an operator on the basis of the current subscriptions of friends and families.

The said DO cited the Philippines’ calls and text service rates among the highest in Asia.
