The Department of Information and Communications Technology (DICT) remains firm in facilitating the entry of the new major player (NMP) as soon as possible amid clamors of some organizations to extend the timeline.

ICT Acting Secretary Eliseo M. Rio, Jr said it will be unfair for those applicants who are ready to submit their comprehensive bid to wait for other telco companies that did not do its ‘homework.’

“There are already a number of interested players who have done due diligence even way back January or February [2018],” said Rio during his closing remarks in the Public hearing of the Memorandum Circular for the Rules and Regulations for the Entry of the New Major Player on 23 August 2018.

Addresing some participants’ request to give them at least six months to prepare their bid, Rio added that it is already too late for those interested parties who are yet to study their bidding plan.

With no further delays, the DICT is looking to name the NMP before the year ends.

In addition to adopting inputs from the Philippine Competition Commission (PCC), the DICT chief vows that the Technical Working Group (TWG) and the Oversight Committee for the NMP will seriously study and consider all the suggestions and comments expressed in the public hearing.

The National Telecommunications Commission (NTC) is now accepting position papers until 3 September 2018.
