As part of its efforts to provide assistance to the education sector in adapting to the “new normal”, the Department of Information and Communications Technology (DICT) offers one of its core services, the Philippine National Public Key Infrastructure (PNPKI) to Officers and Key Personnel of the Commission on Higher Education (CHED) and to Presidents and Key Staff of State Universities and Colleges (SUCs). The PNPKI service is currently free of charge.

Particularly, PNPKI can be used to ensure confidentiality, authenticity, integrity, and non-repudiation of electronic transactions and documents relating to the administration and regulation of higher education and the management of SUCs.

According to the DICT, PNPKI digital certificates can be useful in issuances of memorandum and circulars, and discharge of other administrative functions in the University/College setting

“The DICT is committed to provide necessary assistance to our education sector in any way possible. In line with the directives of the President, through the IATF, these ICT tools and solutions will make it easier for the education sector, especially for educators, teachers, officials and employees, to adapt to the new normal and to continue their functions.” DICT Secretary Gregorio B. Honasan II said.

Interested applicants are advised to check DICT Department Circular No. 6, otherwise known as the “Guidelines on the Application and Issuance of PNPKI Digital Certificates for External Clients During the State of Public Health Emergency” which can be accessed at

In addition, the DICT also offers free online trainings or “webinars” to teachers, administrators, educators, and students in different public and private educational institutions and SUCs as part of the DICT’s assistance to the education sector and the celebration of the National ICT Month this June. These capacity building activities, according to the DICT, will help prepare the education sector for the use of ICT-enabled education services in the “new normal”, such as online learning management systems, video conferencing platforms, and online educational resources. Free “webinars” are livestreamed at the DICT Facebook page. For more information on the free webinars, please contact the DICT’s regional clusters.
