The Department of Information and Communications Technology (DICT) and  Philippine Public Safety College (PPSC) signed on August 25, 2021 a Memorandum of Agreement (MOA) aimed at promoting the use of ICT for the enhancement of key public services and implementation of capacity development programs for public safety and disaster resiliency building. 

This is in line with Section 2 of Republic Act 10844 or the Department of Information And Communications Technology Act of 2015 which declares it a policy of the State to promote the development and widespread use of emerging ICT and to foster and accelerate the convergence of ICT and ICT- enabled facilities for the enhancement of key public services such as education, public health and safety, and to promote digital literacy, ICT expertise, and knowledge-building among citizens to enable them to participate and compete in an evolving ICT age.

The MOA was signed by DICT Secretary Gregorio “Gringo” B. Honasan II and PPSC President PDDG Ricardo F. De Leon (Ret.). 

“What we want to achieve in our digital transformation efforts in the government is to empower government agencies and instrumentalities to provide better services to the people through ICT, especially as we transition to a digitally-enabled society in the new normal,” Secretary Honasan said. 

Under the agreement, the DICT will be providing Internet connectivity, including Free Wi-Fi hotspots, to PPSC offices and campuses to empower them to implement capacity development programs for public safety and disaster resiliency building.

Likewise, as part of its resource-sharing and capacity-building functions, the DICT will also be providing recommendations as well as trainings for the proper implementation of PPSC’s ICT programs, projects, and plans. 

The PPSC is a critical public safety and disaster resiliency training institution of the government, providing higher education services for the Philippine National Police (PNP), Bureau of Fire Protection (BFP), and Bureau of Jail and Management Penology (BJMP) personnel and even the public.
