DICT Acting Secretary Eliseo M. Rio Jr. echoes the President Rodrigo Roa Duterte’s will to name the entry of the New Major Player in the Telecommunications Market by the end of the year.

“We will have a third telco before Christmas,” expressed Acting Secretary Rio on a recent statement, a day after the President stated he wants the Filipino people to know the NMP by the end of the year.

After experiencing legal and technical hiccups in the past months, the DICT reiterates its eagerness to finish facilitating the entry of the NMP by December 2018 – a fitting Christmas gift to the Filipino people longing for improvement in telecommunications services.

In fact, major development for the selection of the NMP has already started with the conduct of a Public Hearing last 23 August 2018.

The Department urges its attached agency, the National Telecommunications Commission (NTC), as the legally mandated institution of this procedure, to fast track the finalization of the Memorandum Circular for the selection process, while still taking into consideration the inputs garnered in the public hearing.

“The ball is now at the hands of NTC,” Rio added.

As the next step in fulfilling the set timeline, bidding documents should be available to interested parties by the end of September or within the first week of October. By then, the DICT can already identify which participants are serious enough to join the contest.

Furthermore, the DICT is confident that a rightful entity will be chosen as the NMP using the Highest Committed Level of Service (HCLoS) approach, a method different from the traditional auction and beauty contest type. The HCLoS was deemed the best and most appropriate approach for the selection process by the DICT and the industry since it is objective and it can comprehensively identify the participant’s ability to compete with the incumbent telcos as it takes into account coverage, speed, and cost of service.
