The Department of Information and Communications Technology will hold the first public consultation on the proposed Implementing Rules and Regulations (IRR) of the Republic Act (RA) 10929 on 24 October 2017, Tuesday, from 8:00AM to 3:00PM at the Audio Visual Room (AVR), G/F DICT Building, C.P. Garcia Avenue, U.P. Campus, Diliman, Quezon City.

President Rodrigo Duterte signed the R.A. No. 10929 into law last August 2017, ensuring the effective and efficient implementation of the Free Internet Access Program. This highlights the need to work towards the full realization of the right to internet access as a basic human right, promoting social inclusion through ICT-enabled citizen participation.

The Program seeks to enable access to education, health and employment opportunities, as well as online government services for Filipinos, especially those living in the countryside, who have limited or no access to the Internet.

The first consultation will be attended by representatives from various stakeholder groups, including government agencies (NGAs and LGUs), ICT organizations, telecommunications service providers and the academe, among others.

This will be followed by a series of regional consultations in the following areas:

Davao City – October 26, 2017 (Thursday)
Iloilo City – November 6, 2017 (Monday)
Baguio City – November 9, 2017 (Thursday)

The said consultations are by invitation only, but the DICT invites the public to submit additional inputs, position papers, comments and suggestions to Atty. Niňo Martin Cruz at, on or before October 31, 2017, to help us improve the draft IRR.
