20 June 2018–The PSA-NCR’s Regional Statistical Coordination Board held its regular meeting on 9 May 2018 at the EDSA Grand Residences in Quezon City. The said meeting was attended by the NCR representatives of national government agencies including the PSA, DBM, DENR, DILG, DOH, DOT, DTI, BSP, TESDA, POPCOM, PUP, DOTr, and MetroPlanado.

Representing the DICT, Ms. Fatima Blaise Cruz of the National ICT Governance Service’s Program Monitoring, Evaluation, and Statistical Coordination Division (PMESCD) gave a presentation on the DICT’s current endeavors in the area of data sharing. Also present during the meeting were Mr. Romualdo Kuan and Ms. Shaira Flores of the PMESCD.

The presentation on data sharing focused mainly on the following programs: the National Government Portal (NGP), Open Data PH, and the ICT Knowledge Portal. The NGP (found at www.gov.ph) is designed to be a one-stop shop window for citizens to access different online government services. The structure of the NGP also allows for Government-to-Government (G2G), Government-to-Citizen (G2C), Government-to-Business (G2B) services to take place. Open Data PH, on the other hand, enables official data to be available for public use and for better transparency of the bureaucracy. This is listed as part of the Philippines’ commitment to the Open Government Partnership. Lastly, the ICT Knowledge Portal publishes the different ICT statistics gathered from official government surveys and data sources, and caters to policy makers, private sectors, academe, and independent researchers interested in the Philippine ICT sector.

Most of the issues raised afterwards were concerned with the implications of the Data Privacy Act on different government activities, such as official government surveys. While this matter was not clearly resolved in the meeting, it was agreed that most of the issues were more legal in nature.
