Our distinguished guests, Ms. Aurora Rubio, Head of the ITU Area Office for South East Asia, our Project Partners (NSCB, UPITDC),  partners and friends  from the ICT industry and the academe, Data Producers, Statisticians and colleagues from the government, ladies and gentlemen.

Welcome to the Launching Ceremony of the Phil ICT Statistics Portal!

Before anything else I would like to congratulate the Phil Information and Communications Technology (ICT) Portal project team.  Together with the International Telecommunication Union (ITU), the National Statistical Coordination Board (NSCB), and the UP IT Development Center, for being able to put this vision into a reality.

Two years ago we had a  Workshop on ICT Assessment and Reporting, there it was determined that there was a demand for a robust national statistical framework to benchmark and monitor ICT statistics for effective decision making and implementation of policies and strategies.  All of the  participants  agreed on the identified ICT Core indicators to be monitored by different agencies in the Philippines and the ITU for international comparison. These were made as basis for design considerations and technical development of the Philippine ICT Statistics Portal.

The website is still in its infancy stages and the data we have on there is relatively limited but we are looking at further expanding the site’s capability down the road.

Through this portal, ICT statistics will be available to address information on demand from planners, policy makers, researchers, decision-makers, the public as well as our friends in the media.  We aim to promote knowledge-exchange on available ICT statistics in the various sectors like e-health, education, gender, telecommunications, cyberservices, e-commerce, e-government, cybersecurity, business process outsourcing, e-entertainment to name but a few.

The portal will also provide linkages with statistics-gathering agencies in the country as well as international research bodies. In addition to numbers, graphs and matrices, the portal will be a platform to publish quick reference to describe ICT situation in the country as well as analytical reports that will prove useful to technocrats and netizens.

In a short while, you will enjoy a real-time navigation of the PhCITS portal. I hope that you will be fully satisfied with the initial demonstration, if you have any questions please feel free to approach Director Varila and his team. Towards the end of this ceremony we enjoin you to extend your continuous support by signing on the Declaration of Cooperation on the wall and on paper.
