The Department of Information and Communications Technology (DICT) recognized the most outstanding digital initiatives by Local Government Units (LGUs) at the Digital Governance Awards (DGA) 2021.

The DGA is an annual search for the best practices of LGUs in utilizing ICT solutions to effectively and efficiently deliver its public services directly to its constituents and to its business stakeholders.

“We at your DICT, respectfully commend all the Local Governments for their renewed vigor and interest in using ICT for better public service. We also congratulate all the participating LGUs in this year’s Digital Governance Awards.  Your success in digital governance serves both as an example and as an inspiration for government, both at the local and national level.  Indeed, everyone continues to do their part to contribute to the ever-increasing ICT development in the country, and we sincerely acknowledge all your efforts to deliver better public service,” DICT Undersecretary Jose Arturo C. De Castro said.

Through this event, the DICT aims to highlight the effective utilization of ICT in the delivery of services, promote replicable innovative practices, and improve the general ICT ecosystem and business development of LGUs.

The DGA selected awardees from different levels (city, municipality and province) for each of the five (5) categories, namely: Best in Customer Empowerment (G2C) Award, Best in Business Empowerment (G2B) Award, Best in Inter-Operability (G2G) Award, Best in Government Internal Operations (G2I) Award, and Best in Covid19 Pandemic Response (G2P). The G2C and G2B categories were limited to the City and Municipality levels only.

The awarding criteria was based on innovative management, impact based on outcomes and benefits to the service recipients, extent of ICT adoption, interoperability or the ability to connect with other agencies, replication potential and sustainability, as well as compliance to the Data Privacy Act.

“It is indeed a great privilege for us to be working with all of you as we strive towards greater digital transformation in public service guided by our President Rodrigo Roa Duterte’s directives for greater connectivity and ICT enablement in government.  In line with this, we continue to build on former DICT Secretary and Senator Gregorio ‘Gringo’ Honasan’s initiatives to harness technology for better public service.  As for all our efforts towards digital governance, we should all eagerly look forward to getting a much-needed boost in light of the ‘E-Governance Act,’ the legislative bill filed and sponsored by Senator Christopher Lawrence ‘Bong’ Go, that will foster government digital transformation”, Undersecretary De Castro stated.

The annual event is a joint project of the DICT, the Department of Interior and Local Government (DILG), and the National ICT Confederation of the Philippines (NICP).

Best in Customer Empowerment (G2C) Award – This Category recognizes the effect of an LGU’s practices using ICT solutions in its dealings with the public. This includes ICT solutions towards providing improved, timely, and relevant delivery of public services directly to the constituents.
