NATURE AND FUNCTIONS OF THE POSITION
The Chief Administrative Officer under the Budget Division shall lead the development of a comprehensive budget management strategy, integrating systems and processes to ensure efficient and effective budget preparation, budget approval, budget execution, and budget evaluation.
KEY DUTIES AND RESPONSIBILITIES
- Review the proposed annual budget, discuss guidelines and policies in its preparation, and recommend projects and activities for inclusion in the proposal;
- Render advisory service and assistance regarding budgetary matters to all services/units, as well as to all agencies under the Department;
- Assist the management in the presentation of the budget of the Department before administrative and legislative bodies;
- Review and analyze budget estimates and/or program of expenditure of all agencies under supervision and control including those that are under the administrative supervision of the Department;
- Provide certification as to availability of allotment and obligation for the purpose as authorized;
- Oversee the allocation and distribution of available funds on the basis of approved programs, projects, and operating guidelines;
- Oversee the development of systems, procedures, and standards to ensure on-time and accurate budgetary reports to different stakeholders;
- Oversee the preparation of budgetary reports for submission to oversight agencies;
- Ensure the timely, responsive, and efficient use of authorized funds;
- Ensure the development, operation, and maintenance of a financial management and internal control systems to rationalize spending, safeguard resources, and comply with accepted government budgeting laws, rules, and regulations;
- Identify opportunities to improve existing operations and foster an environment of innovation and continuous improvement;
- Direct the organization of systems, procedures, and standards to execute, monitor, and evaluate the plans and programs of the Division;
- Coordinate the plans and programs of the Division with the other divisions/units and other stakeholders;
- Lead the development of a capable and motivated workforce in the unit;
- Represent the DICT in relevant meetings, conferences, legislative hearings, and other official functions;
- Provide technical support to committees that shall be created with membership across the Department;
- Attend conferences and meetings – both local and international, as assigned; and
- Coach and mentor the staff.
