NATURE AND FUNCTIONS OF THE POSITION
The Chief Administrative Officer under the Human Resource Management Division shall lead the development of a cohesive talent management strategy, integrating systems and processes for human resource management specifically recruitment, selection, placement, benefits, compensation, welfare, health and wellness, leave administration, and HR data and records management.
KEY DUTIES AND RESPONSIBILITIES
- Establish and develop a comprehensive benefits and compensation program (i.e. PBB), as well as employee welfare program for DICT;
- Critically assess current HRM systems, processes, and procedures and provides workable solutions for continuous improvement;
- Formulate operational policies and guidelines on benefits and compensation, welfare, health, and wellness;
- Identify trends and developments on competency models and competency-based job descriptions and recommend enhancement of current procedures;
- Communicate strategies on the development and adoption of the competency model and competency-based job descriptions;
- Evaluate accuracy of assessment results;
- Set policy for the correct application of administrative legal requirements and the documentation of processing of cases of violations of the leave law mindful of the need to balance conflicting needs and priorities;
- Develop and implement HR record management policies, procedures, and guidance and provides advice on record keeping issues;
- Develop communication and implementation plans on the benefits, compensation, and employee welfare;
- Uphold the belief that administrative law is corrective not punitive and demonstrate knowledge of leave laws when crafting decisions regarding the incurrence of violation of leave laws for purposes of correcting behavior;
- Commission and use analyses of legal compliance and compare performance with other NGAs;
- Build an HR database as reference for management in making policy decisions regarding employee benefits, compensation, and welfare;
- Incorporate historical data to identify trends, inconsistencies, and areas for improvement;
- Support all significant decisions or conclusions with data;
- Submit comprehensive reports that summarize study, conclusions, and data analysis and techniques used to reach conclusions; and
- Share expertise, lessons learned, and ideas with others for improvement of the records management system for the organization’s productivity, efficiency, and effectiveness.
