Following the mandate of President Rodrigo R. Duterte through Administrative Order No. (AO) 11, series of 2018 and to ensure the successful entry of a New Major Player (NMP) in the public telecommunications market, certain amendments on the provisions of Memorandum order 001 and 002 or “Policy Guidelines for the Entry of a New Major Player in the Public Telecommunications Market” are applied.

On the most recent version of the memorandum order, interested participants shall not be related to the other dominant telco players and shall have no uncontested outstanding liabilities such as Supervision and Regulation Fees (SRF) and Spectrum User Fees (SUF), other penalties, surcharges and interests to the National Telecommunications Commission as of 1 October 2018. They shall also have an experience in the provisioning, delivery and operations of telco services for at least 10 years on a national scale.

Additionally, interested participants shall be subject to a qualifying point system based on their highest committed level of service (HCLoS) on coverage, broadband speed, capital and expenditures for the first five years.

The amendments shall take effect immediately.
