The INFORMATION AND COMMUNICATIONS TECHNOLOGY OFFICE, through the 2015 GAA Fund, intends to apply the sum of Four Hundred Fourteen Million Five Hundred Thousand Pesos (PhP414,500,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Consulting Services for the Design, Build and Operate of a Complete Cloud Solution for Philippine Government Agencies. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
The INFORMATION AND COMMUNICATIONS TECHNOLOGY OFFICE now calls for the submission of eligibility documents for the Design, Build, Operate a Complete Cloud Solution for the Philippine Government Agencies. Interested consultants must submit their eligibility documents on or before 25 August 2015, 12NN at Information and Communications Technology Office, ICTO Building, C.P. Garcia Avenue, UP Diliman, Quezon City. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.
The BAC shall draw up the short list of consultants from those who have submitted eligibility documents and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of up to five (5) prospective bidders who will be entitled to submit bids. Minimum average rating to be considered for shortlisting is seventy percent (70%) provided that for each individual criteria, rating should be at least fifty percent (50%). Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184.
The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) procedure. Procuring Entity shall indicate the weights to be allocated for the Technical and Financial Proposals. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
The Bidder who will be declared as the Highest Rated Bid will be required to conduct a presentation of the proposed solution, plan and approach, and live demonstration/proof of concept of the proposed GovCloud Platform. The specific schedule for the presentation shall be provided by the Procuring Entity.
The contract shall be completed within twenty four (24) months after the issuance of the Notice to Proceed. The Cloud Management Platform and Year 1 capacity will be wholly owned by the DOST-ICTO.
The Information and Communications Technology Office (ICT Office) reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
