The Department of Information and Communications Technology (DICT) advises the public to exercise great caution in conducting transactions with alleged representatives of Mobile Network Operators (MNOs) and Independent Tower Companies (ITCs). This is in light of information reaching this Department alleging that purported agents from various MNOs and ITCs are proposing to purchase or lease properties as sites for cellular towers.

          For the protection of the general public, this Department advises that landowners exercise due diligence and require such agents to provide documentary proof of their authority to act on behalf of the MNOs or ITCs, and the legitimacy of the project.  In verifying the validity of the projects, you may request for documents such as the following: 

  1. Securities and Exchange Commission (SEC) Certificate of Registration;
  2. Local Government Unit (LGU) Business Permit;
  3. Special Power of Attorney;
  4. Government-Issued ID of the agent; and
  5. Real Estate Broker License.
