SUPPLY, DELIVERY AND CONFIGURATION OF THE NATIONAL CYBER INTELLIGENCE WEB MONITORING SYSTEM

1 We will be transferring office location/address this coming October 15, 2018 to for expansion purposes.

 

May we know if we need to submit additional bidding or post qualification documents for this purpose? So far, we have consulted the government agencies concerned with our legal documents and they have advised us that our existing documents are still legal and valid while we are processing change of address with these corresponding agencies.

During Bid Submission, bidder should submit their valid and current Eligibility Documents.

 

During Post Qualification the bidder will be required to submit an affidavit stating change of address and that necessary permits are already being processed with the following attachementts:

a.    Application

b.    Official Receipts

2 For the requirement on ISO 9001 QMS Certificate issued to the manufacturer, may we clarify if for this project, the components for the certification are the Server and Workstation. These are the components that are required with ISO 9001 QMS Certificate since they are manufactured and produced. As for the core system/software, since this is security software and not manufactured or produced, thus allowing us no control of how the software will be used, and most especially since the software will be customized, ISO 9001 is not applicable. It is our intention to get vendor that able to demonstrate and able to consistently provide products and services that meet customer requirements. Thus end-user require ISO 9001 QMS Certificate for Hardware Components of this project. Certificate should be issued to the manufacturer of the product being offered by an Independent Certifying body.
3 May we request the timeline for the delivery of Servers be converted to 30 days since the specifications of the Server and workstation are usually order basis. We can adjust the timeline for the deployment of the software since the customization part can be simultaneous with waiting for the delivery of the hardware. The end user will stick to the original delivery timeline of the servers and peripherals since this kind of hardware is common to many vendors.
4 May we also know the definition of “upon approval” from the delivery timeline. It is the intention of the end-user to see the flow of the web monitoring system based on the system specifications as part of the timeline. If met the system will be approved then will be tested for actual data (website) inputs.

 

After considering the queries, clarifications, recommendations and suggestions, the BAC4G&S hereby decides to include, revise, amend, delete and/or adapt the following provisions:

4.    A prospective Bidder should have completed within the last four (4) years from the date of submission and receipt of bids at least one (1) single contract of similar nature amounting to at least fifty percent (50%) of the ABC OR at least two (2) contracts of similar nature, the aggregate amount of which should be equivalent to at least fifty (50%) of the ABC, the largest of these contracts must be equivalent to at least twenty-five (25%) of the ABC.

 

For this project, “similar in nature” shall mean “Development of ICT system/software”.

4.     A prospective Bidder should have completed within the last four (4) years from the date of submission and receipt of bids at least one (1) single contract of similar nature amounting to at least fifty percent (50%) of the ABC OR at least two (2) contracts of similar nature, the aggregate amount of which should be equivalent to at least fifty (50%) of the ABC, the largest of these contracts must be equivalent to at least twenty-five (25%) of the ABC.

 

For this project, “similar in nature” shall mean “IT Security System Project or Development of ICT System/Software”.

Section III. Bid Data Sheet
5.4. 5.4. 12.1(a)(vi) Statement of Single Largest Completed Contract of Similar Nature within the Last Four (4) Years from the date and submission and receipt of bids OR Statement of At Least Two (2) Completed Contracts of Similar Nature within the five (5) years from the date of submission and receipt of bids equivalent, the Aggregate of Which Should be Equivalent to at least Fifty Percent (50%) of the ABC, and the Largest of These Similar Contract Must be Equivalent to at Least Twenty Five Percent (25%) of the ABC (Annex I-A) 12.1(a)(vi) Statement of Single Largest Completed Contract of Similar Nature within the Last Four (4) Years from the date and submission and receipt of bids OR Statement of At Least Two (2) Completed Contracts of Similar Nature within the four (4) years from the date of submission and receipt of bids equivalent, the Aggregate of Which Should be Equivalent to at least Fifty Percent (50%) of the ABC, and the Largest of These Similar Contract Must be Equivalent to at Least Twenty Five Percent (25%) of the ABC (Annex I-A)
12.1(b)(x) Valid and current ISO 9001 Quality Management System Certificate issued to the manufacturer by an Independent Certifying body;

 

12.1(b)(x) Valid and current ISO 9001 Quality Management Certificate issued to the manufacturer of the hardware products being offered by an Independent Certifying body.

 

All terms, conditions and instructions to bidders specified in the Bidding Documents inconsistent with this Bid Bulletin are hereby superseded and modified accordingly.
