After considering the queries, clarifications, recommendations and suggestions, the BAC 3 hereby decides to include, revise, amend, delete and/or adapt the following provisions:

We would like to formally inquire if bidders are required to have a VAS license issued by the National Telecommunications Commission to be able to participate in this bid.

VAS license is not required by the Free Wi-Fi Internet Access in Public Places Program.

In general requirements under Satellite Equipments, and as per mentioned and discussed during the pre-bid in-terms of size and portability of the VSAT Terminals, can these be added and considered based on the comments raised by the BAC and End User based on the VSAT Terminal and services;

a.    Solution must be easy to assemble, deploy and maintain,

b.    Equipment must be ruggedized and can function very well in an outdoor of moderate weather condition

c.    Equipment must be mobile which can easily transported by two personnel and vehicles in at most two (2) “Airline Acceptable” Check-in Baggage Pelican Bags, Pelican-type storage bags no larger than 64cm in length, 61cm in width and 34cm in height to ensure maximum mobility and deployability.

d.    The service provider should provide a roster of technical person that is composed of at least 2 trained and manufacturer certified technical staff which will be assigned for remote site disaster deployment,

e.    The satellite Terminal should have 100% coverage of the entire Philippine Territory and

should be able to automatically connect to a standby satellite whenever the currently connected satellite is unreachable. It should have at least 2 operational geostationary high throughput satellites (HTS) that has an overlapping coverage where each geostationary satellite should have a full coverage/footprint of the respective frequency used in the entire Philippines,

f.     The satellite terminal should have a maximum symmetrical speed of 16mbps and can be provisioned on the fly as need may arise,

g.    The satellite terminal signal reflector/dish should be Parabolic in shape, Less than 76cm in diameter, less than 27kgs, Carbon fiber material and Should include a quality safety enclosure/storage for all mode of transportation,

h.     The satellite terminal should be capable of being assembled by a single person in under 10 minutes and should be able to automatically point on its satellite network without human intervention and establish link with internet services in under 5 minutes anywhere in the Philippines.

Requirements specified in the Terms of Reference will prevail.

Under Service Support and training can these be added and considered;

a.    Training:

     i.        The trainer should come from a certified equipment principal provider for Transportable Base Station System

    ii.        The service provider should be able to provide an in-depth training to at least 10 DICT staff as follows:

·      Hands-on training to communication equipment

·      Analysis of issues and troubleshooting steps to resolve common and recurring issues/errors

·      Should be able to provide documentation/manual/how-to of how the system work/behave at any given scenario

b.    Service Support:

The service provider should ensure the availability of the service during the contract period.

The service provider should be able to provide at least 12×7 technical support as shown in table below:

For the purpose of capability and viability can these be added and considered in the bid

a.    Qualifications of Service Provider;

·        The service provider should be in the business of supplying ICT equipment for the past 5 years

·        The service provider should be able to provide at least 2 certifications that it participated on at least 2 disaster response for the last 5 years or certified member/s of an organization that is actively involved in disaster response/planning/mitigation. It should also show at least one service contract to maintain High Speed Satellite Terminal (existing or during the past 3 years)

·        The Service provider must be a direct certified partner of the Satellite Operator that it is representing.

Requirements specified in the Terms of Reference will prevail.

The required Mbps stated that the CIR must be at least 4Mbps. This is an issue because the 4mbps CIR cost will not be in reach with the prescribe budget of the project. Plus as per our experience and what is being used currently by our clients for disaster response a 4mbps MIR has never reached below 3.5mbps.

What we would like to propose can the 1mbps CIR by 4mbps MIR be considered for this project?

TOR stipulated that each terminal be given an additional 7-day airtime for each terminal free of charge for the purpose of testing and training, for a total of 35 days or 5 weeks.

We would like to request to lower this to a one day trial airtime for each terminal. This is due to that the cost for this would be high and will be shouldered by us.

As mentioned in the pre-bid, can this be change to a Minimum 99.5% SLA instead of 99.95% more bidders to be inclined to participate and join in the said bid.

In all items, can this be change to Service Provider and not Manufacturer? Reason for this is that few (if any) to none satellite manufacturer in the Philippines.

We just want to raise our concern with the Manufacturer Certification

 

Some devices are not supplied locally here in the Philippines. We just want to confirm if the Reseller could do the following provided we have authorization coming from the Principal or the Supplier:

a.    Take the role of the On-site support Engineers

b.    Would it be possible if the Resellers Warehouse would act as the Parts Depot of the manufacturer

c.    Use the Qualifications of the Resellers Engineers

d.     Use the Resellers VALID ID

Since its a Managed VSAT Service, Is the reseller the custodian of all the units/equipment during the first year?

Ownership of the equipment during contract period will be on the Service Provider but in the custody of DICT.

We would like to request for the extension of deadline of submission of bids for at least a few more weeks for us to be able to properly prepare all the necessary documents for the bid.

Section III. Bid Data Sheet

x. The Manufacturer should certify that:

a. The Manufacturer has the capacity to provide nationwide onsite support and should have a central support hotline and email.

b. The Manufacturer must have at least two parts depot within the country to ensure sufficient number of spare parts.

c. The Manufacturer’s onsite support engineers must comply with the following qualifications: possess all mandatory certifications for technical support required by the Manufacturer of the Brand or a certified Computer Hardware Servicing NC-II or Licensed Electronics Technician or Manufacturer’s Certified Technician.

d. On-site support shall be provided only by the manufacturer. Onsite support engineers should have a valid manufacturer’s ID (same as the Brand or Desktop delivered).

e. Onsite support Service Level should be provided the Next Business Day after final remote diagnosis for delivered items within Metro Manila.   At most 2 Business Days for outside Metro Manila.

This provision is deleted.

(ix) Valid and Current Certificate of Distributorship / Dealership/ Resellership of the following product being offered, issued by the principal or manufacturer of the product (if Bidder is not the manufacturer). If not issued by manufacturer, must also submit certification / document linking bidder to the manufacturer.

Certificate of Distributorship/Dealership/ Resellership should only be for Satellite Equipment only

Section VII Technical Specifications

3.1 Managed Internet Service – shall be capable of providing managed internet service using satellite technology with a roundtrip latency of no more than 550-600 milliseconds with the following provisions:

3.1.2 WI-FI ACCESS POINTS – Provide twenty (20) Wi-Fi access point equipment capable of serving at least 250 concurrent users at any given time with a uniform SSID (Service Set Identifier) to be identified by the Procuring Entity. The access point equipment shall have the following specifications:

3.1.4 BANDWIDTH – Provide forty (40) units of dedicated weekly airtime with four (4) Mbps Committed Information Rate (CIR), a roundtrip latency of no more than 550-800 milliseconds, and no data limit.

 

 

4. SERVICE LEVEL AGREEMENT – The service provider shall ensure 99.95% uptime for all services

3.1.4.   BANDWIDTH – Provide forty (40) units of dedicated weekly airtime with four (4) Mbps Committed Information Rate (CIR), a roundtrip link and Internet latency of no more than 550 milliseconds under perfect weather condition, and no data consumption limit.

4. Service Level Agreement – The service provider shall ensure 99.5% uptime for all services.

8. TURNOVER OF GOODS – By the end of the contract period, the ownership of all equipment deployed, such as but not limited to, satellite equipment, access points, uninterruptible power supply, generators, and routers/switches shall be turned over to the Procuring Entity.

8. Turnover of Goods

The ownership of all equipment deployed, such as but not limited to, satellite equipment, access points, uninterruptible power supply, generators, and routers/switches of the equipment during contract period will be under the Service Provider.

By the end of the contract period, the ownership of all equipment deployed, such as but not limited to, satellite equipment, access points, uninterruptible power supply, generators, and routers/switches shall be turned over to the Procuring Entity.
