After considering the queries, clarifications, recommendations and suggestions, the BAC3 hereby decides to include, revise, amend, delete and/or adapt the following provisions:

No. Bidder may opt to offer from the Clustered Offered Lot or Locality Offered lot. Clustered lot will be opened first. In an event that the Clustered lot bid failed, then the Locality offered lot under that Clustered Lot will be opened. But in an event that the Clustered lot was successfully bid out, then the Locality offered lot under that Clustered Lot will no longer be tendered. All of the undertaking will be in the same day.



 

a.    Does this means each bidder should prepare Two (2) offered lots? 1 for the five (5) clustered lots and the other for the 17 locality offered lots on the submission date

b.    And these two (2) Offer Lots will be opened in the event the Clustered Lots fail? All in the same opening of Bid day?

a. Item 2. Provisioning of WI-FI Access Points capable of serving at least 250 concurrent users at any given time with 95% uptime and availability, under 2.1 the Wi-Fi Hot Spot Device, for security purposes how do you intend to provide protection for:
     i. Rouge AP detection

    ii. Man in the Middle attacks
   iii. Malicious online threats

This is a Managed Service. It is expected that the provider shall be responsible in securing their network.

b. Item 3. Provisioning of Centralized Management System accessible via the web and a dedicated dashboard for DICT access with 95% availability, how does DICT intend to secure the management system from Cybersecurity threats?

Or does DICT have already a provision for these items in place? Plug and Play? Can DICT inform the bidders?

This is a Managed Service. It is expected that the provider shall be responsible in securing their network.

Does DICT to provide cost of bandwidth or do the Bidders provide the cost for the project?

Please refer to Annex A.1 / A.2 of the Managed Internet Service (NCR) Revised Technical Specifications as of 18 November 2019.

 

Just to be sure, how do we compute cost on ANNEX A.1 and A.2? Can DICT provide a sample computation from Cost of Bandwidth / Per Site Cost / Total Cost as show below? This is to make sure that us bidders would provide the right computation.

Total Cost per location shall be Bandwidth Cost for that location + (Per Site Cost x No. of Hotspot). Grand Total will be the sum of Total Cost per Location of that Lot. Please note that all cost should be computed on an annual period. Sample Inputs/data for Annex A.1 Clustered Offered Lot and Annex A.2 Locality Offered Lot

Due to time constraints and more evaluation for each site/s, can the opening be moved for two (2) weeks to a month?

Please refer to the issued SBB No. 1.

May we request for the exact location of the service provide equipment and position of Wifi Access points for each site?

Location is provided in the Annex A of the Revised Technical Specifications as of 18 November 2019 Exact position of the Wi-Fi Access Point shall be provided by the bidder and will be reflected on the Site Plan with the condition as stated in Section VII of the Revised Technical Specifications as of 18 November 2019 Item No. 1.2.1 that each Wi-Fi access point site must be situated in different section of the location and will be approved by DICT. Moreover, the site plan is required as stated in Section IX of the Revised Technical Specifications as of 18 November 2019 Item No. 4.

Kindly confirm who will provide the needed entrance conduits, equipment rack space and Power(UPS)?

Will the distribution cabling and conduit from Connectivity CPE to WiFi APs be provided by Service Provider or Building Owner?

As this is only a subscription of service. All equipment / facilities needed for the operation of service shall be shouldered by the service provider. However, power source shall be provided by the Hospital/SUC concerned.

May we also request for the acceptance and testing procedures?

Please refer to Annex D of the Revised Technical Specifications as of 18 November 2019.

What are the Test Parameters:
   i. Connectivity
  ii. AP
 iii. Who will sign for the Acceptance Form?

Connectivity: Test result/s such as, but not limited to, IPerf test, speed test or any similar bandwidth measurement tool shall be used as test parameters for connectivity
AP: will be based on technical specification as required in the Revised Technical Specifications as of 18 November 2019.

What is the specifications and integration requirement of APs to their existing AP Infra?

None.

What is our SLA coverage if AP are part of the deliverables?

SLA is 95% including all the components such as Access Point.

May we also respectfully request for the extension of implementation from 45 days to at least 120 days due to the ff:

a.    Projected civil works at the recipient site/s

b.    Absence of the floor plans of the candidate sites; and request for site survey approvals

c.    Possible permit issues for the various candidate sites; per prior installations with other lots, work permits, pole attachment permits and others may take 7 days or more depending on the agency/site and the number of signatories &/or approvers involved.

Will DICT assist in the permitting process and endorsement to the LGU and Building Admins of the sites where the WIFI will be terminated?

DICT will assist.

We noticed that the Philippine Public Safety College has long-lat that is located at Taguig. It should be on the Quezon City. May we ask for the correct coordinates?

May we request for the exact locations of the modems and the Access Points for all sites?

Exact position/location of the Wi-Fi Access Point shall be provided by the bidder and will be reflected on the Site Plan with the condition as stated in Section VII of the Revised Technical Specifications as of 18 November 2019 Item No. 1.2.1 that each Wi-Fi access point site must be situated in different section of the location and will be approved by DICT. Moreover, the site plan is required as stated in Section IX of the Revised Technical Specifications as of 18 November 2019 Item No. 4.

Do we need to submit Network Diagram per site or a High Level Diagram will do?

Provide site plan and network diagram per location.

How about the captive portal/Landing Page? Who will manage? Is it the same as the Free Wifi project(JuanKonek)?

Captive portal will not be implemented, however as per Section VIII. Item 2.3, Access Point should be capable of captive portal functionality.

May we ask for the copy of floor plan per location?

Bidder shall be responsible for acquiring floor plan per location. This will be in line with the site plan and network diagram required by DICT.

If bidder to submit a CLC instead of NFCC, do we still need to include the NFCC Form in the submission or no need to submit?

Submission of NFCC is not necessary should CLC be submitted.

Clarification on what exact data is needed under the last column of Single Largest Completed Contract Form

IP data.

Bidder has no overdue deliveries or unperformed services intended for the DICT. May we know DICT’s definition or mean for Overdue and Unperformed services?

Revised this condition: Bidder should not have been “blacklisted” or banned from bidding by the Government or any of its agencies, offices, corporations or Local Government Units (LGUs).

(ix.3) The Manufacturer’s onsite support engineers must comply with the following qualifications: possess all mandatory certifications for technical support required by the Manufacturer of the Brand or a certified Computer Hardware Servicing NC-II or Licensed Electronics Technician or Manufacturer’s Certified Technician. (ix.4) On-site support shall be provided only by the manufacturer. Onsite support engineers should have a valid manufacturer’s ID (same as the Brand or Desktop delivered).

(ix.5) Onsite support Service Level should be provided the Next Business Day after final remote diagnosis for delivered items within Metro Manila. At most 2 Business Days for outside Metro Manila.
