Supplemental Bid Bulletin No. 2

SUPPLY, DEVELOPMENT, INSTALLATION, CONFIGURATION, TESTING AND DELIVERY OF DISASTER RISK REDUCTION AND MANAGEMENT INFORMATION SYSTEM (DRRMIS)

After considering the queries, clarifications, recommendations and suggestions, the DICTBAC hereby decides to include, revise, amend, delete and/or adapt the following provisions:

1 Detailed requirements and specifications pertaining to item 1 in page 77 of the bidding document
During the prebid, the users has indicated the following preferences:
– ground up development
– custom build application
– using open source technologies and components
– integration/coordination with other agencies
However, there was no further details on the scope and expectations except for the hardware components.
Please refer to the Revised Technical Specifications as of 02 December 2019 under Item No. 1.
2 Can the bid be split into hardware and software components? No, software and hardware should be supplied in package by one supplier since the software to be developed should run/compatible with the supplied hardware.
3 The end user also mentioned about the mobile units equipped with a server that should work with the application for offline functionality. 
1. May we ask for further details about this ?  what are the specifications and networking capabilities?
2. What are the expected and  envisioned offline capabilities/functionalities?
This will be discussed during the inception phase after the procurement has been awarded to the winning bidder. Regarding the inception phase, please check PROJECT TIMELINE attached below.
4 What are the expected deliverables for each of the four phases described in the schedule of requirements in page 75? Please check attached PROJECT TIMELINE below.
5 What DRRMIS will be included in the Project?
– features and functions
– user interface
– accessibility
– desired reports to be generated

6 What are the parameters for acceptance of the DRRMIS? This is indicated in the PROJECT TIMELINE attached below.
7 What database is required? Database software is Postgre and will be based on the database produce by the Office of Civil Defense.

All terms, conditions and instructions to bidders specified in the Bidding Documents inconsistent with this Bid Bulletin are hereby superseded and modified accordingly.
