  1. The Information and Communications Technology Office (ICT Office, through the 2016 General Appropriations Act, intends to apply the sum of One Hundred Ninety Two Million Seven Hundred Eighty Six Thousand Seven Hundred Twenty Pesos(PhP192,786,720.00) being the Approved Budget for Contract (ABC) for the Supply, Delivery, Installation and Configuration of Software Components, and Perpetual Licenses to Implement the NOSQL Database Environment of the Government Common Platform and Other Professional Services.

  1. Bids received in excess of the ABC shall automatically be rejected at the Bid Opening. Late bids shall not be accepted.
  2. The ICT Office now invites bids from authorized Philippine Suppliers / Distributors / Dealers for the Supply, Delivery, Installation and Configuration of Software Components, Licenses and Professional Services to Implement the NOSQL Database Environment of the Government Common Platform.

 

  1. Delivery of the Goods and Services is required within three (3) months from the issuance of the Notice to Proceed. Professional services under this contract shall be rendered within ten (10) months from the issuance of the Notice to Proceed. Bidders should have completed, within the last five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

 

  1. A prospective Bidder should have completed within the last five (5) years from the date of submission and receipt of bids at least one (1) single contract of similar nature amounting to at least fifty percent (50%) of the ABC.

 

For this project, “similar in nature” shall mean Information Technology Software.

 

  1. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

 

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.

 

  1. Interested bidders may obtain further information from the ICT Office and inspect the Bidding Documents at the address given below during 8:00am to 5:00pm.

 

A complete set of Bidding Documents may be acquired by interested Bidders on 19 January 2016 from the address below and upon payment of a nonrefundable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Fifty Thousand Pesos (PhP50,000).

 

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) ICT Office Website (icto.dost.gov.ph), and iGovPhil Project Website (i.gov.ph), provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.

 

The complete set of Bidding Documents may be acquired by interested bidders upon payment of a nonrefundable fee as indicated above. The Bidding Documents shall be received personally by the prospective Bidder or his duly authorized representative upon presentation of proper identification document.

 

For purposes of having a legal personality to raise or submit written queries or clarifications in the Pre-Bid Conference relative to this bid project, Bidder must first pay the nonrefundable fee for the Bidding Documents on or before the date of the Pre-Bid Conference.

 

For the Pre-Bid Conference, bidders are encouraged to send their authorized technical representatives or personnel who are familiar with the bid requirements and will prepare the documents for the bidder.

  1. ICT Office reserves the right to waive any formality in the responses to the eligibility requirements and to this invitation. ICT Office further reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, and makes no assurance that contract shall be entered into as a result of this invitation, without thereby incurring any liability to the affected Bidder/s.
