Mr. Rolando S. Corpuz, Program Manager of “Balik Scientist” Program of the Department of Science and Technology (DOST), NCC Officer-in-Charge/ASTI Director Denis F. Villorente, fellow colleagues in Government, Mr. Raul H. Manongdo, “Balik Scientist” Awardee, good afternoon.

It is my pleasure to welcome all of you to the Exit Report Presentation of Mr. Raul H. Manongdo, a recipient of the “Balik Scientist” Program of the DOST.

We are fortunate to have him come back through the program and share his expertise in the field of information and communications technology (ICT).

The Balik Scientist program seeks “to support and strengthen the scientific and technological human resources in the Philippines and stem the effects of “brain drain” in the Philippines brought about by the migration of skilled workers abroad by encouraging Filipino scientists and technicians to return to the country and share their expertise and promote scientific, agro-industrial, and economic development.”

We are grateful to our countrymen who have accomplished so much in their chosen careers abroad and have taken the time and effort to share their knowledge and expertise for the benefit of the motherland.

And with this, I would like to take this opportunity to affirm our support to the “Balik Scientist” Program and to thank our “Balik Scientist” Awardee, Mr. Raul Manongdo for all that he has done.
